Get matched with a licensed proConverting a garage in Malibu is mostly a question of what the space is missing. A garage has a slab, walls and a roof already, which is why it looks cheap on paper. What it usually lacks is insulation, a moisture barrier under the floor, ceiling height, egress windows, heating, and enough electrical capacity to be a room people live in.
The slab is the first thing to check. Garage slabs are often poured lower than the house floor and slope toward the door for drainage, so the floor has to be raised and levelled before anything else happens. That single decision drives ceiling height, which drives whether the conversion is legal at all.
Ask any contractor what they intend to do about the driveway apron and the old garage door opening. A conversion that still reads as a garage from the street will cost you at resale, and the fix is cheaper designed in than added later.
A garage conversion changes a non-habitable space into a habitable one, which pulls in structural, electrical, insulation and usually plumbing work at once. That is Class B (General Building) territory: CSLB defines a general building contractor as one whose work involves structures needing at least two unrelated trades.
Every contractor listed holds an active Class B (General Building) licence recorded at a Malibu address, with the number linked to the CSLB record. Check it before design work is commissioned, because the drawings are where the money starts.
What the licence cannot tell you is whether they have taken a conversion through your local plan check. Garage conversions attract more scrutiny than most remodels because they add a dwelling or a bedroom, and rules on ceiling height, egress and replacement parking are applied locally and vary by parcel. Ask how many they have completed, in which cities, and whether any came back with corrections. A contractor who talks openly about a correction is describing normal practice.

Licence first. References second. Reviews last. Why that order.

Not automatically. Ceiling height after the slab is raised, egress, light and ventilation all have to meet code, and your local planning rules decide whether replacement parking is required. Confirm with Building Safety Division before committing to a design.
The register lists 119 with an active Class B licence at a Malibu address, and 23,270 across Los Angeles County. The classification covers conversions along with other general building work, so the same firms appear on related pages.
Garage slabs are usually poured below the house floor and sloped toward the door so water runs out. Living space needs a level floor at house height with a moisture barrier under it, and raising it eats ceiling height — which is why height gets checked first.
Not necessarily. A conversion can be a bedroom, an office or a full accessory dwelling unit, and the requirements differ sharply between them. Decide which you are building before drawings start, because it changes utilities, egress and the approval path.
